Cross-border Canada–US freight: paperwork, PARS and avoiding delays

Most border delays are documentation problems, not customs problems. Here is the checklist that keeps trucks moving.

The short answer

Cross-border Canada–US truckload freight requires a commercial invoice, a bill of lading, a manifest and either a PARS barcode for shipments entering Canada or a PAPS barcode for shipments entering the United States. The customs broker must receive documents before the truck arrives at the border, which is where most avoidable delays originate.

Cross-border freight is not fundamentally harder than domestic freight. It is just less forgiving of missing paperwork.

The core documents

A commercial invoice describing the goods, their value and the country of origin. A bill of lading. A cargo control document or manifest. And a customs release mechanism — PARS entering Canada, PAPS entering the United States — with a barcode the driver carries.

Why trucks get held

In the overwhelming majority of cases, the broker did not have the paperwork in time to file the release before the truck arrived. The truck then waits at the border while documents are chased. This is entirely preventable and entirely about process.

The practical checklist

Confirm the customs broker for both sides before dispatch. Send documents to the broker at least four hours before estimated border arrival. Put the PARS or PAPS number on the paperwork the driver carries and confirm the barcode is legible. Verify the carrier’s bonded status if the freight is in transit. Check whether the commodity needs any additional agency clearance.

Building it into the booking

The cleanest approach is to capture broker details, crossing preference and PARS or PAPS references on the load posting itself, so the information travels with the shipment rather than living in someone’s inbox.
